Dr. Nora Berra

Minister of Senior of France (2009-2010) Minister of Health of France (2010-2012)

Nora Berra began her career in 1990 as a doctor at the University Hospital of Lyon, where she dedicated 20 years to the fight against AIDS, providing patient care and conducting clinical research on antiretroviral therapies. After being elected as a Member of the European Parliament in 2009, she was immediately called into government by Nicolas Sarkozy. Between 2009 and 2010, Nora Berra served as Minister in charge of the Elderly. She developed an innovative and integrated political approach to population aging, convinced that increased life expectancy represents an opportunity for economic and social development, particularly through the contribution of new information and communication technologies. As Minister of Health from 2010 to 2012, she successfully managed several health crises (Mediator, PIP breast implants) and initiated a comprehensive strategy to modernize the French healthcare system by integrating digital health. Regulatory and governance reforms facilitated the transformation of hospitals and the deployment of tools and services to improve patient care. From 2012 to 2014, she served in the European Parliament, focusing on health issues, consumer protection, the internal market, and international trade. From 2014 to 2021, she held political mandates in Lyon and the Auvergne-Rhône-Alpes Region. Since then, she has continued her commitment to health by supporting innovation through advisory boards. She has also co-founded, alongside nine other former African ministers, the Union for Global Health foundation, aimed at strengthening healthcare systems across the African continent through a participatory and multidisciplinary approach
